Institucionalização da pessoa idosa: da prática filantrópica à consolidação enquanto direito social – Um estudo sobre o amparo estatal ao idoso institucionalizada

Abstract

This monograph is the result of a study on long-term care institutions for the elderly in Brazil. The research that forms part of this monograph was of a theoretical and quantitative-qualitative nature, by carrying out a bibliographical review on ageing in the order and time of capital, but it also analyzed the responses of the state and Brazilian society, from the 19th century to the 21st century, observing the efforts to meet the demands of the elderly population in the face of the emergence of new needs of this age segment that legitimized the need for ILPIs. The object of this study was the public social disprotection of Brazil's elderly population, with a focus on the population of Goiás, seeking shelter in ILPIs. The aim is to learn about the history of LTCFs in Brazil, up until their legitimization as a public social right and a duty of the state, as well as to understand the current reality of the conditions of institutions in Goiás. The analysis of the research that makes up this monograph is based on the historical-dialectical method. In the reflections, we sought to understand the process of societal development that permeates aging, worrying about the difficulties and possibilities of the context that surrounds it. The analyzes highlight the developments in social protection policy to address the precarious conditions of old age in Brazil. The research demonstrated that public policies have advanced in relation to the legitimacy of ILPI as a right to be guaranteed by the State, however, the need for an effective and comprehensive implementation that can face the inherent challenges is still evident, highlighting, especially, the lack of adequate resources.
