dc.description.abstractThis study aimed to understand the paradiplomatic actions of subnational governments in federative and unitary States, evaluating them through the study of the relationship between the Brazilian state of Goiás and the Chinese province of Hebei. The importance of this study is to understand the expressions of paradiplomacy within different political organizations. The research evaluated the twenty-five-year partnership between Goiás and Hebei from 1999 to 2025 and developed a case study using the lens of rational choice institutionalism to address institutionalization as the creation of mechanisms that mediate interaction among actors. The methodology consisted of a literature review, grounding the concepts of paradiplomacy, federalism, and the unitary state, as well as content analysis, documentary research, and the collection of journalistic data. The research concludes that paradiplomacy occurs regardless of the form of government, but that the state’s political organization operates by influencing the autonomy and degree of institutionalization of subnational international activities. It also concludes that the relationship between Goiás and Hebei manifests itself through functional convergence, in which the entities converge despite distinctions in political organization and levels of autonomy, in favor of their regional development interests.pt_BR

dc.description.resumoO presente trabalho buscou compreender a atuação paradiplomática de governos subnacionais em Estados federativos e unitários, avaliando-a por meio do estudo da relação entre o estado brasileiro de Goiás e a província chinesa de Hebei. A importância deste estudo reside na compreensão das expressões da paradiplomacia em distintas organizações políticas. O trabalho avaliou os vinte e cinco anos de parceria entre Goiás e Hebei, no período de 1999 a 2025. Ele desenvolveu um estudo de caso utilizando a lente do institucionalismo da escolha racional para tratar da institucionalização como a criação de mecanismos que medeiam a interação entre os atores. A metodologia consistiu em revisão de literatura, fundamentando os conceitos de paradiplomacia, federalismo e Estado unitário, análise de conteúdo, pesquisa documental e levantamento de dados jornalísticos. A pesquisa conclui que a paradiplomacia ocorre independentemente da forma de governo, mas a organização política estatal opera influenciando a autonomia e o grau de institucionalização das atividades internacionais subnacionais. Conclui-se também que a relação entre Goiás e Hebei manifesta-se por meio de uma convergência funcional, na qual os entes convergem apesar das distinções de organização política e níveis de autonomia, em prol de seus interesses de desenvolvimento regional.pt_BR
